"At the time of his death Shurtleff and prepared a detailed outline for the entire book and had written the first draft of chapters I and II. He left classified extracts from the sources and secondary authorities... with his own comments on what inferences should be drawn from them, for chapters IV through VIII, also a list of illustrations and of points for further investigation... Only chapter III, which he apparently intended to write at the conclusion of his research, and for which no classified notes existed, has to be expanded from his outline."--Introd.
